Gas Gage goes from E to Full and back down again

I can't tell if I have a full tank of gas or going on E... the gas gage keeps going up and down when I drive.  what is the problem and can I fix it myself?

This instrument is special in that it is supposed to have regulated power to it...unfortunately your battery is TOO old to supply reliable power and the ground connection has been "welded" from repeated starts...causing a brown out not only do you have an unreliable power source also an insufficient one at that~.....get a New battery...clean the black 1/0 cable connection to the frame with a coarse wirebrush~....and you're good to go~
