reguarding wheels on a 2003 pontiac bonneville

i want to put  16 inch rims on this car, what will this due to the transmission, fuel economy,
drive train etc., will it hurt anything ? will the speedometer be off?

Nothing tire diameters don't change, bigger wheels like 16's & 17's etc. They use smaller sidewalls called the aspect ratio. 15's - 70 or 60 series, 16's - 50 series 17's - 45 series 18's - 35 series, but the overall tire height doesn't change. The sidewall gets smaller to accept the bigger diameter rim. 17's are a better choice for your Pontiac more choices & brands too. See Discount Tire Co. online or in person for tires & wheels.
