Might be time for the speedo cable to be lubed or replaced.

You can try to lube it with a proper lubricant, but the speedo gear in the tranny may be going out.

Try taking the cable loose at the tranny, and hook a power drill to it and see how it works then. If it does not jump, you may have a bad sppedo gear in the tranny.
