Vents on passenger side always blow hot no matter if air conditioning is in even on my 1998 Oldsmobile Aurora

It's only on the passenger side and always blows
hot no matter the setting or if air is on.  How do I
fix this?  Could it be a electrical problem?

I might be as simple as your low on refridgerant. With a car as old as yours, your bound to have a leak in the system. Have an HVAC pro check it out for you.
