I'm thinking maybe 13' tires gives it better fuel economy.

MPG wouldn't be any different nor power. Your car can use the 13" rims with 175/70-13 or the 14" rims with 175/65-14. Keep the tires properly inflated to OEM specs. Keep the car in good running order, replace your filters and fluids and your power should be fine and MPG's where they should be. If you have the 2.0L, your looking at 24 City, 29 Highway,
