1969 impala replacing carpet does seat go in first or over carpet ?? thanks

1969 impala putting in new carpet in
there was none in car when i got car
does carpet  go over brackets ? or go under brackets
any help would be great THANKS BIDDY

The carpet goes in first, then the seats. Hope that helps! Jim
