Rotor not turning over
The brake rotors? They turn with the wheels.
No I'm taking about the timing belt it cut off on me in the middle of traffic and it wouldn't start.
Replace the belt but your engine is an interference engine so you may have bent valves.

Valves are integral to the engine. We are loosing you on terminology. What are you referring to as the "rotor"? If you suspect your belt broke from not getting it changed, the engine will not run. You will need to replace to get it running again. The 3.3 is a non interference engine, so no bent valves.

The valves are in the head of the engine. There are intake valves that let in the air and gas that burn to make power. The exhaust valves lets the burned fuel out of the engine. When the timing belt breaks the pistons can hit the open valves which bends them. At his point you may need a full engine rebuild or just a rebuild of the heads in addition to a new timing belt.
Tom the information I can find indicates that the 3.3 is an interference engine. If I am wrong let me know.
