Steering column for 350z

I just got a new engine installed, now my
steering column won’t move up, it stuck in the
lowest position and it feels a little tilted
forward. The wheel is super rough to turn now
too. Does anyone know what the mechanic
did wrong?

sounds like the steering column wasn't installed correctly or it is binding on something. Return it to the garage for a proper repair.
