Can I put 17x7 rims on a 2006 Nissan Maxima SE that came with 18x7.5 and would this have any detrimental effects?

I don't see any problem. You may want to go to a taller section tire so that the overall height of the new tires are the same as the original set. You can use this tire comparison calculator to pick out the size you want ---- https://tiresize.com/calculator/
