2003 Mitsubishi Galant 2.4L automatic. Most of the time it won't turn over

New Battery - good connection - new Starter - when it turns-over starts FAST-only clicking noise I get is from the fuse box by the driver.  I do get Chimes and self-tests.  Now it might take 30 minutes to get it started.

it appears that if I go back and forth real fast with the ignition keys it will most often start.
