98 mercury tracer ac unit will only blow cold air if it's cold outside but stops working when it's hot outside. What can i do to troubleshoot?

Sounds like the refrigerant (R134a) has leaked out. If you're not familiar with air conditioning systems this is best left to a professional. These systems are under pressure and can cause serious injury if not serviced correctly. HTH. -Jim
