Problem with the Hazard Lights

So I took the hazard light fuse out but my
car is still making the dinging noise and the
hazards are still flashing I have a 1998
mercury sable

There has to be a second fuse to them someplace or a crossed/shorted wire somplace between the power supply, switch and lights.
