This is a new battery and new starter? It should at least turn over. Have you checked your fuses? Also double check your battery connections and grounds. Sometimes if you buy a rebuilt starter, they will not work. Have someone hold your key to the ON position like they are starting the car. While they hold the key, get under the car and rap the starter with a hammer or heavy ratchet. If the car suddenly kicks over, the starter is not a good one. If the battery you put in was not new, it may be too weak to engage the starter. If not a new battery, try jumping the car and see if she will turn over.
