Can the engine in a 1999 Mercury Cougar be replaced with an engine from another manufacturer, i.e., Toyota, Honda, etc.?

Doubtful. You can use a 3.0 DOHC engine from a ford escape in it for much more power.

on that note, you can use the 3.0 from a Mazda 6. its a Ford 3.0 with Mazda designed heads.
