Someone broke into my 2001 mercury sable and tore off a plastic circle piece with some wiring in the inside of it. Now my anti thief system light won't go off and my car WONT START.

What circle piece? Can you reconnect the wires back up correctly. We have no idea what damage was done based on your short description. Wiring issues are always a bear to correct. Group is right, if you don't know what your looking at a mechanic good at wiring is your best bet to get your car running again. Did you call your insurance company?
