I have a 2002 mercury sable that wont move in forward or reverse.

When I checked the transmission fluid level with car running in park it was 3 times over the mark. The car would not would move forward or reverse. When I checked the fluid   level with the car off it was right on the full line.

Sounds like someone checked the fluid level incorrectly and overfilled it. When that happens the transmission fluid foams. When the fluid foams it's like having no fluid at all in there because the pump is sucking air instead of fluid. You'll have to drain the transmission fluid then refill it to the proper level. The torque converter is bad. The fluid level will be high with the car running because the fluid is not moving through the system properly. Common problem with these cars.
