2002 mercury cougar 2.5. fuel and spark but wont start.ive checked fuses, coil, replaced
fuel filter, crank sensor, cam sensor,.. with the key on I manually move the throttle cable
open and a electric rubber band noise is coming from front and below the throttle. Can u
tell me what is making that noise and if it is normal?

Cant imagine, but if you really have good spark and fuel on any engine, you then need compression and correct timing. could be you need to search for a base engine concern with inspections and tests. look at your plugs when you pull them to see if you fouled them. check your service code(s) and get a clue, If your pcm had a code for a while it could enter FMEM, or predictive fuel and timing, After a time and another code(s) it can enter LOS and you are SOL. Till you go back, tune it up with parts, diag and service codes with pinpoint tests, and then clear them. bud.

You can get a code reader and book at the part store, as well as a gauge or two , With a credit card or rent them and return them after. Do your base engine checks and take your old parts to the parts store. There is a code glossary in those books, or at, enginecodes.com Further searches on the site can explain or help test. then report here.

Your noise could be a return spring winding up i suppose. It's not a description I have heard before.

I'll be back with an answer. I don't want to be stranded again.
