my sable will not go over 35 mph at 2600 rpm and oil leaking from below fuel rail

Sounds like you have multiple problems, oil leaks could be valve covers or intake gasket failures, the other could be either poor fuel delivery and or flow, possible restricted exhaust system. You will have to run a manual compression test to verify a loss of compression. HTH
