how to install new exhaust pipe on 99 windstar

can't get rear tailpipe into space under car

Are you trying ti fit this with the car on the ground? You can try jacking the Van up and supporting it on the frame on each side of the rear wheels and with the suspension hanging you can slide the pipe in position.
