If you getting air in the pressure line, that is before the regulator so no need to replace that, I would look at the fuel pump, it is possible that the connector hose is cracked or the check valve inside the pump is going bad. If the fuel pump has never been changed this is a high probability. It might be cheaper to replace the entire assembly then to just buy the pump and strainer, price it both ways.

Oops didn't see than you already had replaced the fuel pump, still you should not see any air in the pressure line, make sure you have at least 1/4 tank of fuel before performing a fuel flow test for air, if you get a lot of air during the test then something is not right with the pump or connector lines.
