2005 kia spectra has no dashlights , no defrost and no taillights when first started in -15 celcius weather however they come back on when the car warms up

your fuses might be freezing over or the wires are bald and are freezing! i would try to replace the fuses for the control panel, and lights, if that downt work try changing the wires.
