Panel fuse

When I check the fuse box I have no power
at the panel fuse but have power to all the
other fuse's what's going on

Key on or constant? If no power either way, you will have to take box up and see if you have green crusties under box. Corrosion or broken wire. Follow wire to that fuse and see if you have issue. Be careful as with the age of this vehicle the wires could crinkle as you move this box.
