HIGH REV ON CAR how do i fix?

i have a opel corsa 130i 1996 model and when i start the car it revs at i would
say full rev count, when i drive it sounds normal but as soon as i put foot on
clutch to change gear the rev count goes high again, not sure what the issue us
as i have changed the idle control value and the throttle has been cleaned out
and yet still doing it

Check for vacuum leaks, external as well as internal. If that checks good then you may have a wiring or computer issue causing the IAC to go full open.

If it is the Corsa Lite B; I Replaced both the idling and throttle position sensors. That solved it.
