Does it actually go in to 4 low?

Most likely the transfer case shift motor, lightly tap it while someone pushes the switch and see if it shifts into 4WD.

It is stuck in 4 low and the accuator is getting power. We removed the transfer case already but I need to find out what the name of the module is that controls the front hubs.
