Could be a couple things. Coolant system filled? any leaks? Air in the system? Maybe a stuck closed thermostat?

Or low coolant causes sticking intermittently. of thermostat, failing thermostat, fan clutch, waterpump, leaks at pump shaft, etc This cherokee has which engine? now? it is 22 years so any state or condition may exist with any part, and parts that were replaced can fail again, rad. can be plugged or partial plugged. grillework can be blocked by accessories or sand and dirt can be in cooling fins or front entry of airstream. when you stop building heat, it catches up?

Cooling fan operation and its subsystems can be checked and monitored, size of rad. considered, and research about recalls and service bulletins left undone can possibly apply. it really depends which parts were used to build it, what is more likely, then, what is their condition now, and were the updates performed, any that may apply. like number of fans, stages, and cycling on and off, thats what cools it at idle, but building heat and climbing a hill may prove that airflow or even base engine concern with intrnal leak can exist. you need consult from experienced help.
