My Jeep Cherokee Sport 1995 4.0 keeps over hearting ...

I had heating issues with this car. I replaced the radiator cap, thermostat, water pump. and the expansion tank....

All parts have been verified (bench tested) and they all work just fine... however... no matter what I do... it is still overheating when driving true distance. If it is reaching the red zone 260 degrees, I have to turn the heater on FULL and it will cool somewhat.

I wonder if there is an air lock or something causing it not to cool as it should?

Any ideas anyone?

Partially plugged radiator, have it flow tested.
