I had this problem on a 98 where it would not shift out until the engine warmed up. It is a shift linkage problem and costs about $500 at Ford

Make sure to check the 3rd Brake light / center brake light, just one side bulb (center light has 2) being burnt out will cause this. common problem!

2nd time this happened. Had to let run took over 15-20 mins. Unless this is a linkage problem. Or low fluid. May have gone away after top off and oil change.
