I own a 2000 jeep wrangler 4cylinder I was wondering if there was a way to adjust the valves they rattle preatty bad

Probably not. They are self adjusting and if they are making noise, replace them. This might be a good to try some of those liquid engine restore and specially lubricating products. Something like Marvel Mystery oil quiet it down.

make sure the camshaft hasn't come loose.

the lifters will get cupped is the camshaft doesn't run smoothly.
