I don't believe the problem is a fuse, all park lamps get voltage from same source, if other park lamps work, it isn't the fuse. Maybe a wiring circuit problem. In the diagram, the top wire to tag lamp, is voltage, that bottom wire is ground. You could use both ends of test light, between those two wires, lamps on, if the test lamp lights up, there is voltage and ground good enough for test light.
