hello how do i replace a check engine light on a 99 ford escort(needed for emissions)

I need the light to come on in the ON position not just start I have talked to a few people but everyone says its easy take the dash apart and put the light in problem is I don't know how

Wait. Are you saying that the light actually comes on while cranking the engine and not while you have the key on and engine off? If so, there's nothing wrong with the bulb.
