C-8 fuse under dash keeps blowing out, stopping fuel supply and stalling the Trooper. When we try to replace it, it blows again. What is causing this fuse to keep blowing?

When fuse was rep;aced the first time, the Trooper started and ran for awhile before blowing out again.  The second and third times we tried to replace the fuse, it blew right when we inserted it, even after we let the Trooper cool down, thinking a hot fuel pump might be the cause.

There is a short on the fuel relay or on the wiring on the fuel pump , or the fuel pump is shoring out against the body
