Do the rear seats in 2016 or 2017 accord hybrids fold down ?

No, the Honda Accord Hybrid 2017 still has the EV battery in the trunk, albeit smaller and lighter than the 2015 model. BTW, there was no HAH model 2016, at least not in North America.
