What causes a hot oily smell when heater or A/C is on?

more than likley you have a oil leak and when fan is on pulls smell into car.

Agreed. Check your valve cover gaskets and other underhood areas to see if you can detect any visible leaks. If you've got one, you're probably sucking in some of the underhood air with that burnt oil smell.
