Nope. You either have a wiring, sender or a gauge problem. Try disconnecting the fuel gauge sender, then just turn on the key, DO NOT START, watch the fuel gauge, if it starts to climb right on up then you have a sender problem, it it don't then you have a gauge or IC circuit trouble. Don't forget to plug the sender back in or the fuel pump won't run.
A fuel gauge that always reads empty is a bad ground. Do as tennisshoes said and pay attention to the ground side wiring. HTH. -Jim
