engine temperature guage stays below cold

could this be a blown fuse?

Possibly, but do the other gauges work? If they do,then it's not a fuse, could be a bad coolant temp sender, the gauge itself, or the vein a damaged circuit board on the back of the cluster, you can locate the temp sender and ground the wire that connects to it and see if the gauge climbs up, if it does then it's a sender if not then your going to have to remove the insturment cluster and check continunity in the circuit board and the gauge itself. HTH
