Power steering fluid overflowing through reservoir cap?

So my power steering was whining. I took off the
cap to check the level which seemed fine and after
putting it back on and using the power steering
(driving) it started overflowing through the cap after
turning off the car. I thought the pump was bad so I
replaced it which seemed to have fixed it and the
noise was also gone but only for a day. The whine
noise came back and also a sound similar to if you
rub two pieces of paper together I guess you could
say. I thought air may be in the system so I lifted the
front tires off the ground, took off the cap, and
turned the steering wheel lock to lock multiple times
in attempt to force the air out. After doing this, I put
the cap on and started the car and turned the
wheels a few times and when I turned off the car,
the fluid started gushing out from under the cap
again.
