Idles rough engine loses power and white smoke comes from exhaust

Sounds likes blown head gasket or cracked cylinder head. Has it ever been hot?

Yes I had the whole cooling system replaced in feb everything was replaced new yesterday stsrted to run hot and coolant was low topped it off and today it was low again about 1 gal.

Yep that sound like your pumping it right through the engine, check the oil see if it is turning milky color, also if you can, wait till it is cold, take off the radiator cap, start the engine and watch for air bubbles starting almost right away showing up in the radiator, that will indiacate that combustion gasses are getting into the cooling system.
