1968 Firebird VIN and cowl tag authenticity

I'm looking at possibly buying a 1968 firebird but want to check the
authenticity of the car  (VIN and Cowl tag).  

VIN - 223378L104637

Cowl tag - there is the following stamped above the BODY, what does that
mean?  E435

LA plant put that letter and number on the cowl tag as a scheduled build date; not necessarily the actual build date
