Replaced a bad pump and now it turns over for
days but refuses to start and run. If I spray starting
fluid it fires up then dies. I've changed the fuel filter
and plugs. I have a ram air intake. It was running
fine until i replaced the rack and pinion. Now it only  
turns over.

Good Tests. The Starter Fluid tells you that you have spark and the timing is good, but no Fuel. When Replacing the fuel pump and filter, the Fuel line and new filter are all empty. You will need to get all the air out and fill the new filter. The easiest way to do that is to turn the key on to the first click without cranking the engine. Most cars only turn on the pump for 3-5 seconds when you first turn the key on. You should hear a light "Buzzing" or humming sound of the pump, then it will stop. If you do not hear the pump, you will get no fuel at all. If you hear the pump, turn the key on until it stops, turn the key back off and do it again. You can actually hear the tone of the pump change as it pumps up pressure. This will take 8 or 10 cycles when empty. If there is no buzzing sound at all, was there an accident? or a sudden jolt? There is a fuel pump shutoff switch that works similar to the seat belts locking up when a sudden jolt happens. On an impact, this Bi-metal safety switch turns off the pump power so it doesn't continue to spray fuel all over an accident. You may need to find this switch, and push the rest button. (in the trunk or by the drivers feet). Now listen for the buzzing sound again. Cycle power on and off until the tone of the pump changes (Slows down as the pressure builds up). Now crank the engine and see if it starts.

Or you may have a bad fuel pressure regulator. If above ^^^ is not the problem check fuel pressure. It should be like 30 to 40 lbs.
