What do od off mean for a2000 hyundai elantra?

It's means the car will not shift into the Overdrive gear in the automatic transmission. Usually around 4050mph is when the car shifts into the higher gear/overdrive. You use this feature if you are only driving around between 40-50mph and you don't want the O/D shifting in and out, putting wear on the overdrive band. But for most driving, just leave it on.
