Want to upgrade my 1988 Jeep Grand Wagoneer

I have a 1988 Jeep Grand Wagoneer.  Body & Interior are in good shape.  I
want to put in a new engine, have the wiring fixed for the power windows
including the rear window.  Steering wheel needs to be fixed.  Gonna put on
new rims and tires & install a 2 inch lift kit.  How much am I looking at?

More than what the truck is worth. Are you going with a remanufactured engine or a used one? Are you doing the work yourself? At a shop to remove and replace an engine with a reman is around $4-5K these days. Fixing the power windows and steering wheel, not so much.
