i tuned up 2001 hyundai elatra and started to over heat checked spark plug & wires they where stuck can that cause heat up or exhaust out of radiator

If you have exhaust coming out of radiator you have bad head/head gasket.

No... If you are sure you have exhaust coming into radiator you have head related issue. Do you see bubbles coming into the radiator overflow?
