I have known of issues with this before few are exact and any and many symptoms can occur and 60% of the time its the ignition switch. The contacts within the switch fail and cannot carry the current for the circuits involved. Replacing the ignition switch should fix your problem. Otherwise a low battery voltage to fuse panel for other reasons, bad battery shorts ect. If you want to verify that the ignition switch is the bad part, use a voltmeter to check voltage at all of the fuses with the key in the ON position, or with the engine running. It would be best to test voltages when the problems exist with the gauge cluster acting up. You should see battery voltage on each of the fuses. If one or more of the fuses does not have full voltage, this is a good indication that the ignition switch is at fault.

And of course check all fuses under dash and hood and check for good grounds to frame from battery & motor. You may also have another fuse panel(smaller) on passenger side and also check computer connections and grounds tight. Check all connections and all ground wires for good wires and tight. If battery cables are corroded replace them.

None of these answers will work... Had same problem you must replace the cluster.
