I have a 1992 honda accord ex and every time I go to start it, it won't fully turn over. It cranks up but won't come all the way on unless I give it a jump, could this be the battery

yes. charge the batt all the way and then have it load tested. also test the altrnator

It could definitely be the battery, and it could also be a bad/corroded connection someplace or even the starter or alternator going bad and it just needs that extra bit of juice or ground connection to start it completely. Any idea of the batteries actual age? if it is or you think it might be older than 5 years, do yourself a favor and replace it anyway. Let us know.
