Can a broken/leaky fuel filler neck cause hard starting of the fuel pump
system?

Yes. Would make it fight for fuel..

Have neck repaired..or replaced.

Your welcome. Change fuel filter since your there if its been quite some time. They make a big difference also. Have a good day my friend..
