i have a 99 honda accord an its running rough it shakes an has no power i changed the coils an it was worse do i need to change fuel filter

Sounds like a clogged fuel filter since it only started happening after you ran out of gas.

It can also be your master cylinder. It happened to my daughterd 95 honda civic.
