Can normal water be filled in Jetta VW Carand if so where is the exact location?

You shouldn't be adding water to any part of the car except to wash it. Mixing it with 50% coolant, depending on your location, then yes. You add it to the coolant reservoir if you are low due to a leak. Fix the leak first.
