'07 Volvo XC90 AC

The AC in my '07 xc90 stopped blowing very hard.
We took it in and $1,400 later, it still doesn't blow
hard enough to cool the car down.  Especially if
there are passengers!  I have tried arguing my case
with the repair shop, but they just stick a
thermometer in the vent and tell me, "Yep, 40
degrees."  but you can't feel it blowing!!
My receipt shows they replaced AC compressor,
receiver dryer, cabin filter, flushed the system and
replaced the engine air filter. There was also a
charge to "evacuate and recharge".
I know nothing about cars, can anyone advise me
on this??
Is my car just too old?  Is this the best I can hope
for??

Have you checked for a dirty cabin filter or condenser? If air can't flow through these parts it will sound like it's working but not enough air blows through to get to the cabin.

Make sure the condenser is clean as well as the fan. If the Filter was excessively dirty then there may be build up around the fan tunnel and inside the veins of the condenser. It is similar to the small spaced veins on your a/c at home.

It going to the foam gaskets between your ac tubes. I had the same problem and all my foam was gone causing the cold air to escape into my dash area. You can remove the glove box and middle console pieces by the feet to check for air escaping. Also check your CD slot for cold air coming out.

Plastic grocery type bags get sucked into the right hand air inlet . Seen many of these !
