this is a vacuum leak...at the worst possible time...we need to check the operation of various controls here~ on the intake plenum there is an air-temp sensor...will look, but am certain this one monitors the air intake temp and adjusts accordingly...this one may be telling the motor that the temp is HOT...when the additional Fuel in the mix is needed...this is just one of my many guesses that we are starting with~! this is a delicate wire that changes resistance with temperature...and is easily replaced..here are some sources...fix and report...will hang onto this to see if this is the right answer~ https://www.google.com/#q=2003+Honda+Civic+air+intake+temp +sensor

Have you pulled the codes yet? It could be low fuel pressure, so you will be getting a lean code.
