I have a 2000 civic and the ac only works when I'm driving. It blows warn air when stopped and the idle is very rough. What causes the AC to turn off?

Excessive high pressure, check the cooling fans, at least one should run when you turn on the A/C. Your rough running is most likely something other than an A/C problem, possible bad plug or injector, you should also want to run a compression test just make sure you don't have an engine problem.
